Greg Banks has dedicated his career to the pursuit of justice and accountability in Island County and beyond. Over nearly thirty years, he has built an unmatched record of integrity and leadership.

Throughout his tenure, Greg has personally handled landmark cases that have reached the Washington Supreme Court, shaping the legal landscape and protecting the rights of victims. His experience is not limited to his many major jury trials in the courtroom, but includes his efforts to improve the administration of justice in the larger community he serves every day.

Selected by NDAA as a prosecutor-observer at the military justice proceedings against Abd al-Rahim al-Nashiri, who was charged with the 2000 bombing of the USS Cole.

Co-chair WAPA Criminal Training Committee 2014-2025

Sets curriculum for twice annual mandatory continuing education for all deputy prosecutors in Washington, based on current trends in the law.  Volunteered

Chair, Prosecutor's Judicial Evaluation Committee 2012-2017

Greg founded and chaired this committee to evaluate and publish ratings to help the public vote for candidates for the Supreme Court and Court of Appeals.  2012 - 2017

Council on Public Defense 2008 - 2012

Established public defense qualifications and caseload standards.  Appointed by Executive Director of Washington State Bar Association

Chair, Island County Law and Justice Council 2005 - 2015

Shared status of law and justice issues with the public, invited monthly speakers from around the State, provided reports and recommnedation to County Commissioners.

Judicial Information Systems Committee 2002-2008

Oversight of court information systems, and creation of rules for access to court records.  Appointed by Washington Chief Justice Gerry Alexander

TEACHING AND MENTORING

Greg has been invited to teach all newly elected county officials in the State of Washington on the laws that govern their independent powers and duties.  December, 2026

Greg and his Deputy Prosecutors have trained all Oak Harbor and Island County law enforcement officers on ways to improve investigations and strengthen cases for trial.  2026

Taught seminar for elected county officials in Washington on the laws that govern their independent powers and duties. September,  2025

Taught trial skills to new deputy prosecutors in week-long boot camp.   2024.

Taught newly-elected county prosecutors about intra-governmental relations and ethics.  December, 2022

Prosecutors' Best Practices Committee - Developed model policy for disclosure of "Brady" evidence, where police officers have record of misconduct, and prepared training video that is mandatory for all deputy prosecutors in Washington.  2022

Taught auditorium of hundreds of deputy prosecutors about handling mental health defenses in trials, and how to ethically prosecute defendants who choose to represent themselves. 2013.

Drafted Island County's first Child Sex Abuse Investigations Protocols.  2000, with revisions in 2008, 2018.

Taught class on Public Records Act and Open Meetings Act for Island County officials.  2005, 2007, 2009.

Taught Coupeville High School students on legal writing and appellate advocacy, holding mock oral arguments. 2001-2005.

Planned, taught, and participated in mock trial for an impaired driving fatality simulation in South Whidbey High School. 2009-2016

Taught class on the use of computer technology in the courtroom for Island County Bar Association.   Circa 2004.

Greg has mentored young attorneys in his office, including letting them to be "second chair" in felony criminal trials, even enlisting one young deputy prosecutor to participate in a first degree murder trial.

Landmark Cases

Soon after taking office, Greg was approached by the adult children of a murder victim, whose case had been rejected for prosecution by Greg's predecessor. Rather than take the easy path and leave it closed, Greg reopened the case, worked with detectives to conduct more investigation, and ultimately secured a jury verdict of guilty against Linda Miley.

In 2015, county commissioners sidestep the elected prosecutor and hired expensive private lawyers. Greg challenged the move all the way to the Washington Supreme Court. In a unanimous 9–0 decision, the Court issued a landmark decision agreeing with Greg. The Drummond case has been relied on by many courts since it was handed down, showing its importance in strengthening checks and balances, and preserving the people’s right to choose their county prosecutor.

After the Washington Supreme Court’s Andress decision reversed over 300 murder convictions going back 25 years, Greg was chosen by prosecutors in King, Pierce and Clark County to argue five consolidated murder cases. In State v. Gamble, he helped convince the Supreme Court to allow many of those hundreds of murderers to be retried, restoring justice for victims’ families.

Greg prosecuted a man who unlawfully entered a ballot counting room in violation of the Auditor's rules protecting election workers and fair elections. Despite an intense social media campaign, and personal threats against Greg and his family, he stayed focused on the rule of law and the importance of orderly, secure elections. Greg fought back multiple challenges by the defendant's three lawyers, and convinced 12 jurors to unanimously find the election disrupter guilty.

Election Integrity

In 2017, Greg was selected by the National District Attorneys Association to attend proceedings at Camp Justice in Guantanamo Bay, Cuba, as a prosecutor-observer in the case against Abd al-Rahim al-Nashiri, who is charged with planning and executing the bombing of the U.S.S. Cole in 2000.
